To start with a caveat: almost all the information on this page is from the INS (Indian Newspaper Society) Press Handbooks (1992 and 1995) and is, therefore, at best indicative and not definitive. Basically, these figures are reflective of what may be called the organised sector of Indian print media. But I do intend, at some point to put up the RNI (Registrar of Newspapers in India) figures (as soon as I am able to get the current ) as well as the comparitive literacy /population figures based on the interim Census Report.

General Note
Almost all the figures in these pages are based on INS Press Handbooks (1992 and 1995).
All figures have been rounded off to facilitate comparisons and percentages are also so computed.
The figures for Times of India (TOI; Delhi, Bangalore, Ahmedabad), Economic Times (ET; Delhi, Ahmedabad, Bangalore, Madras) and Navbharat Times (NBT; Delhi) have been added to the summarised figures given in the INS books as these had been not included there. All these figures are based on ABC certificates: Jan-June 1995 in case of TOI and NBT & July-Dec 1994 in case of ET.

Criteria
Three main newspaers with highest circulation from each state (or Union Territory, as in case of Chandigarh) are shown.
More papers are shown only in those cases where circulation exceeds One Lakh (1,00,000).
The newspapers marked with a single asterisk (*)are those where breakdowns of various editions are not available. Thus it is a bit misleading to, for example assume that Kerala does not have a single English newspaper as The Hindu (which is listed under Madras --Tamil Nadu --has a total of 7 other editions: Madurai, Coimbatore, Hyderabad, Bangalore, Gurgaon, Vishakhapatnam and Trivandrum).
Likewise, those newspapers that are marked with two asterisks (**) are those where the single city edition figures are available and has been thus distributed. Some of the Hindi-Heartland papers thus cause a lot of problems as there may be more than one edition of the same newspapers published, for example from various cities in the same state. In these cases, the approx. ABC combined figures are indicatively mentioned on the extreme RHS, where possible.

It is a bit of a contentious issue as Hindi papers like Aj also stake a claim to belonging to the above list, but in the absence of available ABC figures, the above and Punjab Kesari seem to be the highest ranking.
It is significant to note that out of the above, Ananda Bajaar Patrika figures are all of one Calcutta edition only.

The reason for absence of Nepali from the INS book is not very clear. Could be that the one newspaper, Himalchuli, published from Siliguri, listed in the 1992 book, has either folded up or ceased to be a member of INS.
